Willow Pointe is a deed-restriction enforced community located in Northwest Harris County, situated west of the W. Sam Houston Parkway North (Beltway 8), east of Jones Road, and south of Fallbrook Drive. Willow Pointe is a community made up of 588-single family homes, expansive common areas, a community pool and playground.
Willow Pointe’s close proximity to Beltway 8, SH 249 (Tomball Parkway), and US 290 (Northwest Freeway) provides owners and residents with convenient access to grocery stores, major retailers & specialty stores, restaurants, hospitals and medical facilities, and an array of professional services. Willow Pointe is situated in the award-winning Cypress-Fairbanks Independent School District and both Lone Star College and Houston Community College offer classes a short distance from the subdivision.
The Willow Pointe Homeowners Association, Inc. (“WPHOA” or the “Association”) is made up of all the property owners in Willow Pointe. The affairs of the Association are managed by a Board of Directors comprised of at least three (3) but no more than five (5) members, elected by the homeowners at each annual meeting. Each Board Member is elected to serve a three (3) year term. The Board elects the Officers of the Association annually, and the Officers consist of a President, Vice President, Treasurer and Secretary. The Board is charged with specific responsibilities and duties as outlined in the Association’s Declaration of Covenants, Conditions & Restrictions, Articles of Incorporation, and By-Laws. The services of the Board of Directors, along with the volunteers and committee members, are all on a volunteer basis.
WPHOA was formed as a means of ensuring maintenance, upkeep of the community’s subdivision’s common areas and to enforce deed restrictions in order to maintain property values. The Association is responsible for the maintenance and upkeep of the common areas of the community including, but not limited to: negotiating and oversight of all vendor contracts; the landscape management and mowing of more than 30-distinct and separate common areas and utility easements; irrigation & sprinkler maintenance for 30+ common areas; fencing, walls and monuments in all common areas; community special events; upkeep of amenity areas (pool, park & playground); electricity, water & sewer services for 195-streetlights, 6-lighted entrance monuments, 17-water/sewer accounts & internet-phone service for the pool; creating content for the Association website and newsletters; updating the Association website, and much more. The Board is also tasked with approving an annual budget and maintaining a sufficient reserve for large-scale maintenance, repairs and unexpected damage or emergencies in the community.
The Board works closely with Randall Management, our HOA management company. Randall Management is responsible for guiding and consulting with the Board in accordance with Board policies, governing documents, and applicable local, state and federal laws and regulations. Randall Management serves as the primary homeowner point of contact and provides an array of services that include maintaining records for the Association; contract and vendor management; preparing and executing the Association budget; accounts receivable/payable; collecting annual assessments; insurance administration; attending and preparing for board meetings; inspections & deed violation enforcement; customer service and dispute resolution for owners. From time-to-time, you will receive documentation from either the Board or Randall Management concerning your property in Willow Pointe.
